Fractional CTO for AI-Enabled Healthcare RCM Platform Optimisation, Acceleration & Scale | Remote

CLIENT:
The client is a UK-incorporated healthcare AI company building autonomous revenue cycle management (RCM) agents — Claim AI, RX AI, and Forecast AI — that help hospitals reduce claim denials, recover revenue, and make better financial and operational decisions without requiring IT integration or replacing existing systems.
CONSULTANT:
Healthcare IT leader with over 20 years of experience across organizations like Sutherland Global Services (Director – Healthcare IT), CitiusTech (Senior Solution Architect). Has led large-scale hospital IT and digital transformation programs across Provider, Payer, and MedTech ecosystems, with deep expertise in HIS, EMR/EHR (Epic, Cerner), RCM, and interoperability (FHIR/HL7).

Extensive experience in end-to-end RCM transformation, including patient access, eligibility, claims processing, remittance, denials management, and patient financial services. Led initiatives on claims automation, denial reduction, and AI-enabled coding assistance, along with designing future-state RCM workflows and improving cash velocity and operational efficiency.

Deep expertise in EMR/EHR systems (Epic, Cerner), Hospital Information Systems (HIS), and interoperability (FHIR/HL7), with key contributions such as designing EMRAM Stage 7 hospital architecture, enabling FHIR-based payer–provider data exchange, and supporting value-based care and care gap reporting. Also worked on patient access APIs, digital front-door solutions, and CRM–EHR integrations to enhance patient experience and streamline healthcare operations.


Strong track record in healthcare presales and solutioning across US and MENA markets, partnering with CXOs and clinical stakeholders to deliver scalable, compliant, and outcome-driven healthcare and RCM solutions.
ASSIGNMENT:
Over a period of 9 months, the fractional CTO must perform the following :

● Technology strategy & roadmap
● Translate the product vision into a clear technical roadmap and milestones for client
● Prioritize what to build first (MVP and subsequent iterations) and ensure tech choices align with business goals.
● Architecture & product development
● Design and maintain the core architecture, stack, and infrastructure for the product.
● Build and ship the product, iterate quickly based on user and market feedback, and maintain code quality.
● Team building & process
● Provide ongoing product guidance to the engineering team: review technical decisions against product intent across all three agents; transfer healthcare domain knowledge including RCM workflows, clinical informatics, and pharmacy operations; attend weekly structured sessions with the CEO and product leads; provide async guidance between sessions; and author all specification documents to handoff-ready standard.
● Mentor the early team so that, over time, we have a strong, independent engineering function.

● Own delivery against agreed milestones and keep the board of directors and other stakeholders updated on progress, risks, and trade‑offs.
