Semiconductor - Greenfield FAB set-up | Global Consulting Firm | On- contract | 2-3 months |

CLIENT:
A Global Management Consulting Firm
CONSULTANT:
A seasoned semiconductor industry specialist with over 25 years of experience in fab startups, module engineering, and high-tech facility operations across Asia; Ex-Director at GlobalFoundries with deep expertise in 300mm wafer fabs, process optimization, and solar/semiconductor manufacturing.
ASSIGNMENT:
To Support Greenfield Fab Set Up for India for the end-client - An Electronic Manufacturing Company
OUTCOME:
Advised on:

1. Understanding Cost of Design Work for Fab Construction
Provided insights into estimating and benchmarking the costs associated with design services for semiconductor fab construction, including factors that influence cost variability such as scope, complexity, and design phases (conceptual, detailed, IFC).

2. Subcontracting Strategy
Advised on approaches for engaging subcontractors—evaluated whether to consolidate subcontract scopes under the main EPC contractor for streamlined accountability, or to have the Client directly manage certain specialized subcontracts (e.g., cleanroom design, process utilities) to retain control and potentially optimize cost and quality.

3. Contracting Engineering Design Consultants
Shared global best practices on engaging engineering design firms—typically done through a phased engagement (e.g., pre-FEED, FEED, detailed design) with fee structures ranging from lump-sum to percentage-of-construction-cost or time-and-materials, depending on scope clarity and risk allocation.

4. Document Control and Change Management Strategy
Recommended that the Client establish a robust Document Control and Change Management framework early in the project, leveraging industry-standard tools and protocols for document versioning, approval workflows, and engineering change notices to ensure traceability, minimize scope creep, and maintain quality and compliance.
